Electric snowstorm

In this tutorial you will learn how to create an effect that l like to call the "electric snowstorm".

The technique is very easy to pull off, but the end result looks great. This effect is nearly 100 percent filter based, so no matter what you photoshop user level is you should be able to create great effects using the techniques covered in this tutorial.

Start a new document of any size, l'm using a 500x500. Press the 'D' button on your keyboard to reset your foreground and background colors to black/white respectively.

Next go to "Filter->Noise->Add Noise" and apply these settings:
