Step 4

Go to Filter>Blur>Gaussian Blur. Use 10 pixels for the Radius. Then group the layer and rename the folder's Blend Mode to Color Dodge. You will get a nice light effect.

By right-clicking on the layer, choose "Blending Options". There are you have Blending Mode. ;) Also you can change it main windows - Blending changer is in to the left of "Opacity" in Layers window. :D

This Tut needs to explain steps in more detail. Like are you doing this stuff on different layers and what not. Every time I tried doing this I got nothing what yours looks like by step 4.

I think that one step is missing. I make a very similar effect with duplicate text layer, colorize it and then continue with step 4 (gaussian blur ...) Maybe this is it :) ... final effect is almost the same like this.
